Key takeaways

  • Freddie Mac's survey put the 30-year fixed average at 6.15% on December 31, 2025 — the lowest of 2025 — after starting that year close to 7%.
  • Rate moves create short windows; the LOs who win have the funnel, list and messages ready before the move.
  • Lead with the homeowner's goal (lower payment, cash out, shorter term, remove mortgage insurance), not a rate.
  • Keep rates and payments out of ads unless compliance approves full Regulation Z disclosures.
  • Break-even months = closing costs ÷ monthly savings — the honest number that builds trust.

Rates move, headlines follow, and for a week or two every homeowner with a mortgage wonders whether to refinance. That window is short. The loan officers who win it aren’t the ones who start writing emails when the news breaks — they’re the ones whose funnel, past-client list and messages were approved weeks earlier.

This is a playbook for refinance marketing when rates drop: what the recent rate picture looks like, what to prepare, how to advertise without trigger-term trouble, and how break-even keeps the conversation honest.

What has the rate picture looked like recently?

Rates eased through 2025 and into early 2026. Freddie Mac’s Primary Mortgage Market Survey (PMMS) reported the 30-year fixed average at 6.86% in the week of May 22, 2025, and at 6.15% on December 31, 2025 — the lowest level of the year, after 2025 started close to 7%. In the week of February 12, 2026, it averaged 6.09%.

PMMS is a weekly national average for well-qualified borrowers; individual quotes differ. Use it as context in your own understanding, not as a number to put in an ad.

How do loan officers get refinance leads when rates drop?

Start with people who already trust you, have a funnel ready, and move within days. The order of operations:

  1. Past clients and sphere. They know you, their loan details are in your records, and many locked when rates were higher.
  2. A goal-first refinance funnel that’s already built, approved and switched to “ready”.
  3. Consent-based outreach: email to your list; texts only to contacts who agreed to receive them.
  4. Rate-free ads pointing at the funnel, in Meta’s Special Ad Category and on Google Search.
  5. Fast follow-up with a break-even explanation and a review call.

What should be ready before rates move?

Everything that needs approval. Compliance review takes time; rate windows don’t wait.

When the move comes, launching is a switch: send the email, turn on the ads, let the funnel do the rest.

How should refinance messages be framed?

Around the homeowner’s goal, not a rate. People refinance for different reasons, and naming theirs is more persuasive than a number:

  • Lower monthly payment — “See if a refinance could lower your payment.”
  • Cash out — “Thinking about cash for a project? Compare your options.”
  • Pay off sooner — “Could a shorter term work for your budget?”
  • Remove mortgage insurance — “Has your equity grown enough to drop mortgage insurance?”

Rate-led refinance ad

  • “Rates just dropped to 5.99%!”
  • Trigger term — needs full disclosures
  • Stale by next week
  • Attracts pure rate shoppers

Goal-led refinance ad

  • “Is a refinance worth it for you? 4 questions”
  • No trigger terms
  • Works whenever rates move
  • Qualifies by goal and timeline

Let the funnel and the call carry the numbers. Goal-led ads stay compliant and keep working after the headline fades.

Why keep rates out of ads?

Because rates are trigger terms and they change daily. Under Regulation Z §1026.24, a rate must be stated as an APR, and payment or term figures trigger the full disclosure set (down payment, repayment terms, APR). That’s hard to fit in a social ad and risky to keep current. If your compliance team wants a numeric ad, give them the complete version to approve — and a plan to pull it when rates change.

When is a refinance actually worth it?

When the savings repay the costs before the homeowner moves or refinances again. Break-even months = total closing costs ÷ monthly payment savings.

Show the data as a table
Monthly savingsMonths to break even
$100/mo saved60
$150/mo saved40
$200/mo saved30
$300/mo saved20

Explaining this up front does two things: it filters out refinances that don’t make sense, and it shows the homeowner you’re on their side. Also explain term resets — restarting a 30-year loan on a mortgage with 27 years left can raise total interest even at a lower rate.

What about cash-out and HELOCs?

Compare them honestly. For homeowners with a low first-mortgage rate who want cash for a project, a HELOC may leave the first mortgage untouched; a cash-out refinance replaces it. Each has different costs, rate types and risks. A refinance funnel that cross-links to a HELOC funnel sends each homeowner to the right conversation.

How should follow-up work in a rate window?

Fast first touch, prepared second touch, honest third.

A rate-drop checklist

  • Past clients tagged by loan year, type and rate band (from your records).
  • Refinance funnel built, approved and ready to switch on.
  • Email and consent-based text approved.
  • Two or three goal-led, rate-free ad angles approved.
  • Break-even explanation and calculator on the result page.
  • HELOC funnel cross-linked for low-rate homeowners.
  • Rate-watch opt-in for “not now”.

Rates will move again. The only question is whether you’ll be writing emails that week, or answering the replies.

How do loan officers get refinance leads when rates drop?

Start with your past clients and sphere, who already trust you; have a goal-first refinance funnel ready; send consent-based texts and emails the week rates move; and run rate-free ads pointing to the funnel.

Should refinance ads mention rates?

Rates and payments are Regulation Z trigger terms that require additional disclosures, and they go stale quickly. Keep them out of ads unless your compliance team approves a fully disclosed version; quote properly on the call.

When is a refinance worth it?

When monthly savings repay the closing costs before the homeowner moves or refinances again. Break-even months = closing costs ÷ monthly savings, alongside any change in term and total interest.

What were mortgage rates at the end of 2025?

Freddie Mac's Primary Mortgage Market Survey put the 30-year fixed average at 6.15% on December 31, 2025, the lowest level of 2025. In the week of February 12, 2026 it was 6.09%.

Can I text my past clients about refinancing?

Only those who gave consent to receive texts from you, from a number registered for A2P 10DLC, with STOP handled. Email is the safer default for an old list.

What about cash-out refinances?

Explain them honestly: consolidating debt into a mortgage can lower the monthly cost but may extend repayment and puts the home up as collateral. Compare with a HELOC for homeowners with low first-mortgage rates.

How fast should I launch when rates move?

Within days. Have the funnel, past-client email and text, and ad angles approved in advance, so launching is a switch, not a project.

What if the borrower shouldn't refinance?

Tell them, and offer a rate-watch reminder. Saying 'wait' builds trust and keeps you first in line when it makes sense.

Do FHA streamline and VA IRRRL need separate messages?

Yes — a branch in the funnel for the current loan type lets you send the right explanation, reviewed by your compliance team.
